Can I use non-SE mods in SE?

So I have Skyrim Special Edition, does that mean I can only use mods for it?

short answer: yes

 

long answer: sometimes LE mods can be modified a bit to work for SE, some LE mods work out of the box with SE, read descriptions to know which.
