I have restrictions set in DCL, DHelpless, SLSurvival and I can still fast travel freely. My theory is that enabling fast travel in Requiem conflicts with other mods restricting this function. Is there some way around it? Thanks in advance for your help!

You can try to deal with this in TES5Edit but the simpler solution is to move one of the first group of mods you have listed to near the end of your load order (well past Requiem) so that those scripts will take priority.
