Some questions about crime reporting

I’ve nearly finished an expansion for Defeat that I call “Immersive Abduction” to make kidnapping NPCs more challenging. Instead of being able to walk past oblivious guards with a body in a sack on your back, the victim inside will randomly call for help. When they do call for help, this will send an assault alarm to alert nearby guards and other NPCs.

 

While the victim is on your back, I want the mod to temporarily decrease the crime report radius. The victim is in a sack, so the cries should be muffled. If you gagged them, the cries should be muffled even further.

 

There are two game settings that appear to control this distance:  iCrimeAlarmRecDistance and iCrimeAlarmLowRecDistance. Does anyone know the difference between them? I know that iCrimeAlarmRecDistance is the maximum distance for crime reporting, but I can’t find any explanations of iCrimeAlarmLowRecDistance. Anyone know what it does?

Didn't find anything on this either, perhaps it prevents crimes from being reported at a certain distance ? doesn't make much sense so... maybe it's something to do with holds and the way it picks which hold the crime is reported to ? i do not know...
