I can't seem to figure out how to get the cleavage and the penis to show when the sims are naked.

Is it possible you're pervert or something? ?

Which game version do you use? Which script mods - incl. version nr - are installed and active?

Blind guess: A 'censorship' mod/package could simply do what the name suggests. Deleting it should help.
