In love but no sex

Situation:

My girl Sim has almost full relationships bars with many another girls (she's very popular and has earned a lot of perks), they can kiss and perform all the Romance interactions, but when it comes to WW it's always a no. I checked target Sims' sexual preferences with Sim Info and it says (predicatively) 100% male, 0% female, although the refusal also happens  when it says 100% male, 70% female. In both cases both sides may also be Flirty or Very Flirty.

I noticed that the preference for the same gender can be increased via Romance interactions, but I am not sure this is always the case.

Overall, it feels strange that two girlfriends do kiss and snuggle but don't have WW (that is: real!) sex.

 

Questions:

Could somebody enlighten me on how these systems work? How are they related?

I think they will refuse sex if the other sim doesn't match their likes......wrong hair colour....body shape....boob size etc etc...
