Because it should be really easy to do a manual install. And by removing the installer you just have a single file to maintain and reduce the chances of people getting the wrong file and complain they didn't got what they wanted. Also, the non-installer file allows people to tweak their installation (example: manual install of the dll/exe files, while the scripts are added through mod managers like Vortex or MO, which is IMO the best way to install the script extender and if you have an installer you don't have that level of control).
