MCM menu shows up, no errors anywhere, all of my fnis things loaded. Whenever I go to initiate sex or masturbate, Nothing happens and no animations play.

Go back to FNIS. There are a number of "tick boxes" on the bottom. Select (turn on) the one that says skeleton arm patch. Rerun FNIS (your warning should be gone). Your problem will also likely be gone.
