i dont know

That is a problem caused by bad parameters inside the INI files of the game.

Download BethIni, configure it acording to your manager(NMM, MO, Vortex), open BethIni, mark ENB Mode and Recommended Tweaks, select Medium, High or Ultra depending of the power of your computer and press Save/Exit to generate new optimiced INI files.

Open the game and look if the problem is solved.

If persist, locate yours INI files, make a security copy of them and DELETE skyrim.ini and skyrimpref.ini

Open BethIni again a repeat.

If persist, probably, BethIni is not correctly configured. Use BethIni to change the screen resolution and activate Windowed Mode to be sure BethIni is changing the correct INI files.
