Movement Speed being reset to 25

I play with a lot of mods so glitches are expected but for the life of me I cannot solve this issue. I have gone through and disabled all movespeed debuffs I could find in the mcms (including inequality from survival) but im still getting reset to 25... (keep in mind it doesn't matter if i'm wearing boots, high heels, devious devices, or absolutely nothing.)

 

Another thing to mention is that this issue has applied even to new saves...

 

I used player.forceav movespeed 100 and crouch walked for a few seconds and it changed my movespeed to normal for all of 3 seconds before it changed back.

 

Additionally it occasionally skyrockets to being me zooming around like sonic for 4 seconds then reverts to the snail's pace... help is appreciated, not sure what mod is causing this and i've been troubleshooting for hours Dx

i have had this same problem for a while whenever i equip something that effects movement speed it works for a few second then it changes to 25 then when i remove the item it goes back to 100 also probably a different bug but maybe related i cant get the barefoot debuff in Survival to work anymore

A this happens on a new save start a new game. Drop everything from your inventory, open console, target yourself, enter inv

anything there? (to be fair, the only things that would be hidden from you inventory but would show in console would be items that aren't player equipable and since they are not equipable I can't imagine how they would affect the character but, worth a look I guess)
 

I take it you've gone to the spell menu and checked what spells are affecting you?

 

Open your entire load order with TES5Edit

 

Under Skyrim.esm find Non-Player Character, then look for Player - Prisoner, is it high lighted by a colour? (see image in spoiler, ones highlighted are NPC's are being modified by something else) If so, select and on the Right hand window look to see if anything is amending Speed Multiplier, it will the same of the esp at the top.

checking the starting stats was a good idea but this is also a problem after using console commands to fix speedmult so it couldn't just be the starting stats

thankfully i found out what it was its DeviousBodyAlteration.esp it effects movement speed and it has a minimum cap of 25 when you first equip any amount of DDs it nukes your speedmult to this cap exactly idk what it takes for it nuke it less then that but i have other mods effecting speedmult so i would rather just leave it off in the MCM the bodymorthing should still work without the movement speed changes

when i turned this off and equipped the maid boots/outfit/chains movement speed went to 40 and stayed there when i turned DBA Walking Speed Adjustment back on movement speed got stuck at 25 again when i turned it off again it was somehow broken again at speedmult 10 and would result in the wrong speedmult(not 100) after removing items 

when i put items on again and used player.forceav speedmult 40 before removing the items speedmult would return to 100 so i could continue playing the game without broken speedmult now if i can get the barefoot debuff to work again

fixed my barefoot debuff problem the spell checks for paralysis immunity and the Knockdown Immunity adds that to the player so i made a patch that removes paralysis immunity and now i have the barefoot debuff working

Because of a message I got a hint of your problems.

In DBA I wrote a check for the speedmult. By default in the MCM the speedmult debuff is set, but of course you can turn it of. My mod modifies the speedmult, but does not change the initial 100. If you turn off the feature, it will change to whatever you set in the console.

If anyone has the need to change the speedmult itself my mod will try to modify the whatever changed value back to the calculated one. If the feature is turned on, the calculation is hardcoded to the limits of the sliders in the MCM.

DBA will do some serious changes to your PC. If your toon has no experience in using ballet boots, your female protagonist will walk at a slow pace. If the toon is used to walk in sky high heels she will get faster. 

And because it is devious there is no digit telling you how well your feet feel but a hint like: "Your heel training made your feet sore." or at the other end of the scale: "Persisting heel training induce you to walk sexy on your tippy toes."

Sorry if that does feel inconvenient. But I like this feature very much in my way of playing. I enjoy to see the struggle of the toon to catch / escape a bandit in battle.
