Hobble Dress from DD

Is there a mod besides cursed loot who has those, especially the open one which isnt in cursed loot without the locks ?

Just as clothing or armor.

If a mod like that doesn't exist, it's not that hard to do that yourself in the Creation Kit with the meshes from DD.

Perhaps this is what you are looking for? No idea if it has the hobble skirts, since that mod was last updated in 2016.

 

Alternatively, you can manually remove "enchantments" from any items by using the TES5Edit . But not so sure if this wont break the dd / cursed loot plugins somehow. The DD items uses some different mechanics than regular enchantments. Its safe to backup the plugin before doing so, and not overwriting your savegames until you are sure that it won't break your game, and won't corrupt savegames.
