leveling up not working

Do you have Elys' Community uncapper installed? If yes, you might want to check which functions are active, as there's one controlling skill level ups to character level up xp.

 

Only other idea i have is from "defeat skill loss", i know it can affect level ups but i've never used it myself.

Well start by helping yourself and doing some reading on how to mod Skyrim.

In the meantime run LOOT on that load order.

The problem is likely one of the mods that you have installed is set to handicap you in some way or something is screwed up because of the load order being screwed up. LOOT will hopefully solve it if it is the second possibility. The first possibility will require you to go through the MCMs of your mods and or to read the description pages of those mods.

The problem ist not that Loot fucked up your game - the possibility is more that loot showed you warnings and errors that some mods will not work together or have conflicts and you ignored them - Skyrim does never have such an nearly alphabetically sorted loadorder. The best example your load order is fucked up is  Pos. 46 2e     Alternate Start - Live Another Life.esp - that mod is always at or near the end. 

And not to forget - loadorder is not everything. If you installed mods in the wrong order is that the begin of a fucked up installation. And depending on your mod manager you can not change the installorder afterwards or only partly. Few mod manager gives you a clean way to change installorder afterwards without problems. With mod managers not able to change the installorder a clean new install is needed.

Are you referring to your original problem with the levelling up after nearly 3 weeks? It's not rocket science. I spotted a prime suspect with a quick scan of your load order and did a quick search and bingo! Two minutes later I was 99.9% certain I had the culprit. I'd never heard of the mod before.

If you cannot figure it out which mod, that you downloaded and installed, is doing it then you should give up modding Skyrim and take up knitting or something.
