A tesedit question about DD

Is it possible to use Tesedit to apply a DD effect to a non DD item?  I assume the first step is to add the proper master files.

 

What I want to do more specifically, is to add the (grand) soul gem vibrator effect to a non DD item.  I believe the grand soul gem variation is from Devious Expansion.

 

 

 

Unrelated, is there a way via TesEdit to reduce or eliminate height changes for certain footwear items.  There are some items (that don't use HDT heels) that seem to adjust height when being equipped.  I don't mind if feet clip into the ground, I want to eliminate the height change from one or two of these items (at least one of which is a DD item).
