How can I set up magic effect only if the target is in certain condition?

Like a target does 10 times more damage only if the target has less than 10 health points, or a target gets 300 health points only if target has 0 armor point, or a target runs twice faster only if the target's armor slots (body, arms, legs, sheild) are not equipped

add a extra effect to the spell that has those conditions (don't edit/replace your first effect, add a second new effect under it)

I don't see any magic effects containing these especially last one that activates effect only if the target is basically naked. Is there any?
