Moonshadow or tolkian elf NPC or Bandits!!

I know that From2chLives has a module to add Moonshadow Elves to cities. They aren't bandits though.

 

I would think you could probably edit another mod such as Populated Cities to have these races, but if I'm wrong then someone correct me.

When oblivion generates bandits and other goons, doesn't it pick a race at random? Is there anyway to include custom races into the selection process?

Nope. All dynamic NPC's are already generated in the construction set, if you start watching for it, you'll notice the same NPC enemies (race, face, hair, eyes) again and again.

 

Now, it is possible to change the NPC's hair and eyes via script, but I know of no ways to change an NPC's race or face outside of directly modifying an esp.

 

To answer the OP's question, I don't know of any specific mods that do what you're asking, but it's fairly easy to change the race of an NPC in the construction set.

Xeo's a race replacer. It kinda does that anyway. From2ch Lives Boss.esp adds some ne'er-do-wells, but not to the leveled lists. It's just 15 overpowered bosses, not random encounters.

True, however the main From2ch lives plugin adds something like 300 NPC's that wander from one city to the next.

Such has already been mentioned. The request also pertained to bandits/mages. From that, the conversation has since shifted to the feasibility of adding custom races to the leveled lists.

I'm not sure what you mean, the original request was for friendly npcs and ways to change the race of enemy NPCs, followed by a question of why there are no existing replacers that change the races of npcs in the leveled lists.

 

As stated previously, Xeo changes the race of enemy npcs while from 2ch lives adds friendly npcs to the wilderness.

 

As far as modifying existing NPC's or adding custom NPC's to leveled lists goes, that's fairly easy to do, just time consuming if you spend a lot of time on their faces.

Thanks for you input people. As for these custome-elves enemies, I was actually looking for something that would add them in various locations like how chocolate elves was implemented in the monstergirl: necromancer mods. Seems like the only way to do this is to make them myself. Unfortunately I've never made a mod before so it may not be as easy at it should be in my case. ;)
