Sims Accept WooHoo but Refuse Sex

So this is a little odd.

The desire variables seem to be funky, it's high enough that I can use the vanilla WooHoo with another Sim but they will refuse to initiate a WickedWhims scene without Always Accept enabled. Combined with the default autonomy settings this gets even more infuriating for immersion considering that my Sim's girlfriend refuses the proposal during a Steamy Exchange, but then the high desire triggered a scene between her and a random vampire she didn't know right in front of my Sim. She was very upset.

 

Is there any setting to change the variables for accepting proposals? I don't want it to be too easy, the romance slider is already at 50% in one date, yet the sex cannot be had. Only vanilla WooHoo.

WW Settings/Relationship Settings: (Open Relationships:ON), (Romance Age:ON)
Cheats: (Desire Switch:ON), (Global Jealousy:OFF)  (Global Incest:OFF)

 

Turn off Open Relationships, (Sims that are Romantic, Married, BF/GF are less likely to auto-cheat with other sims).

May depends somewhat on their traits though.

Autonomy Awareness: (Player Sims:ON),(Joining Sex:ON),(Relationship Awareness:OFF,(Cheating)),
(Pregnancy Awareness:OFF),(Sex Location Memory:ON),(Sex Animation Memory:ON),
(Last 4 Switches: OFF) (or you can decide about gender and blocking around kids)

 

Turn Relationship Awareness ON and that should stop the autonomous cheating.

        Romance Sex: (1.0)

 

By raising this number to 1.0 it should only take a flirt or kiss to make them go at it.

(But I do have the always accept cheat enabled), but try it without first.
