One of my sims cant woohoo

So all of my sims have woohoo'd before except for one (I have 7 sims in a household). This one sim never asks for woohoo and when I tried initiating it between him and another sim with a pretty much full relationship bar it always says he can't move (the foot prints with the X) and when I made the other Sim ask him the same thing happened to them. I have reset him and the same thing happend, I also rested his partner. If anyone knows how to fix this please let me know!

Sometimes sim's just get bugged out.

 

First try sending him to another world and then back home again.

 

Then try moving him to 'other households', split/merge sims, like where a homeless townie would be found.

Then move him into another household temporarily just for testing, you'll have to either switch families to test, or invite him over to your place.

If it works just save game, exit, reload, and move him back home to test again.

 

If all else fails you may have to just kill him off and make a new sim.
