Looks like dint999's hair pack, though I'm not positive.  That sort of babydoll/twin tail hair set isn't all that uncommon.

 

As for getting cute characters, it takes a lot of work and sculpting, the right textures and an extremely subjective sense of what is "cute".

i mean im already using npc and chargen replacers, i just like the look of this character specifically and want to know if anyone can identify the specific mods hes using, also i cant seem to find the hair in the dint999 hairpack i already have installed, and was wondering if someone could link me these 2 specific hairs!

That is a hair from Yundao hairs on Nexus. It comes in dark, and very light but looks like GomaPeropero may have retextured it with some streaks, or used some enb magic for the effect. Judging by the shape of the hair, the SMP physics are off for the image as the twin tails are standing pretty high.
