Sex Option Not Available

After clicking the target Sim and clicking Wicked, the only options available are:
Settings
Sim Statistics
Change Sim Underwear
Naturism
Body Selector
 

If I click on the active Sim to initiate a solo sex action, the same 5 options are available and not sex. 

If I click on a location/object then wicked, then sex, I get the various categories (anal, vaginal, oral etc) but no matter what I click on I get the message that there's nobody to perform the action with outside of their significant other. Even good friends don't show up as options (and the open relationship switch is active)

I've tried the clean save method
I un and reinstalled all mods
I tried the ww.fix command

Nothing has worked so far.

You can't start sex by clicking on a sim, you have to click on an object like a sofa, bed, chair, etc.
