Need help making a new outfit mod

I'm working on an outfit mod from scratch (Jack's outfit form Mass Effect)


I created the mesh in blender 2.7

Exported as OBJ

Made textures and exported Spec map to green channel and Gloss to red channel

I created a FO4 material (more like copied from another mod) and set textures location and everything.

Imported OBJ to Outfit Studio and adjusted scale, rotation and position, Set up the material and textures then copied bone weights.

 

It looks fine in Outfit Studio but looks glitchy and weird in the game.

 

What did I miss?

I'm an Idiot. I'be been at it for a week trying to figure what's wrong and it never occured to me to remove smoothing before exporting. I have no idea why it messes things up but at least I got it to wrok.
