open .dds file?

Hello,
I wanted to make a little retexture of the gloves out of the Mod Waster Armor. However, I have no program that can open the texture .dds files. With other mods I already did this with paint.net or gimp, but with this mod there are always only error messages.
Can anyone tell me how to open and edit the files?

GIMP can do it if you get the dds plugin.
