Can't start "Waking Nightmare" quest, Erandur won't talk to me.

All he will say is "Gross..." "Get a room!" and "That is more than I ever really wanted to see." My character is not naked, but there are Bound Girls from Deviously Cursed Loot in the cell. I have tried searching, both here on the forum and on Google, and I've only seen one person mention it, with no solution. (Here.) Even trying to force-start the quest with setstage won't break him out of it.

If anyone else gets this issue, it was a problem with Spectator Crowds, apparently he was stuck. Hitting him with the spectator zapper spell fixed it.
