Help with Resource.cfg

Hello I downloaded the mod package and did all of the steps of the manual installation again and again trying to figure out why I do not have a Resource.cfg file I may add I created a file called Mods on my own as adviced by another website as I was trying to find a solution no matter how many times I re-open the game it still wont pop up a Resource.cfg  file in the mod's folder any ideas or links where I can download this file if it exists somewhere?

the issue here is that these files have nothing to do with mods per say, and instead are created by the game itself. 

 

Your copy's core code might have gotten corrupted. you might need to do a clean re-install of the game.

Try repairing the game via origin.
