Devious Devices not functioning

Before I begin I would like to state that I was unsure if this was the right place to post this but Technical Support has always helped in the past so I figured it was a safe bet and a good idea.

 

So to be frank, Devious Devices work for the most  part in regards to being visible and showing up when worn, BUT unlike on my oldrim playthrough they dont lock or give a locked notification when equipped to myself or NPCs. I've tried going through the MCM but nothing seems to fix the issue. I've tried searching for solutions around the site and whatnot but nothing seems to get close to what I'm facing or the fix doesnt seem to work. Also when I read the books from the Forbidden Bookshelf the crafting options do not show up when I'm at a forge or anvil.
