CTD for inns, taverns, and now Dragonsreach

My game has been constantly crashing every time I go into an inn or a tavern, occasionally, I'll be able to go in just fine and the inn works, but 95% of the time the game will crash in the loading screen into the inn/tavern. In addition to this, I am now also crashing a few seconds after entering Dragonsreach, unlike the inn/tavern CTD , Dragonsreach gives me a couple of seconds before it crashes. My LOOT order is:

My PC specs are an i7-8550, 16 GB RAM, GTX 1050 4GB, 256GB Solid State Drive, 1 TB Hard Disk Drive. My LOOT order is up to date as well as TES5Edit, Papyrus (which I don't understand at all), NMM, SKSE, Game itself, all the DLC and mods are as well. I've tried disabling some mods, running in administrator, creating a bashed patch, a merged patch, and I cleaned all the files LOOT told me to. I've even tried obscure things like TCLing through the wall and opening doors from the other side, stopping processes in Task Manager, jumping away from doors before they open, etc. For Dragonsreach I have also tried the different entrances, TCL'd to the top entrance, but no entrance to specifically Dragonsreach lets me in. On top of all this, right before Dragonsreach crashes I get a couple of the notifications in the top left of:

Night Cloak added

and then crash. My character is not a vampire prior to opening the doors to Dragonsreach, so I don't know why these messages appear, and the numbers one is even more confusing. Other than these few places, everything else works fine and runs smoothly, stores, entering towns, caves, dungeons, etc all work, it's just inns/taverns and Dragonsreach (as far as I know, I only started a modded game a couple days ago). I've looked at guides on the Steam forums, on reddit, on just random places on the internet, and I just can't find a way to fix what's wrong. I just want someone to look at this and potentially find out what could be wrong with my game, and any help is appreciated in advance.

The magic effect is from the mod 97 (151) in your load order. Either Follower Ciceria or SnowGirl. (udpate.esm is not actually counted)
