Anyone know how to make a character look like her?

I recently came across this image and this girl reminds me of a Xeo elf from oblivion. I would very much appreciated it if someone can find out some info or if you know anything please help me out. I also would love to know what armor shes wearing.

Photoshop maybe in back ground, but I seen this character before I just don't know where to find info on what the race is called or where to obtain it. I know someone on these forums has a character that looks similar to her.

Yea that is diffently the DM/Manga body for CBBE.

Well this is what I have came up with using your suggestions looks a bit the same though I change the hair style to more my liking.
