Missing guard dialogue

When I have a bounty on my head, I can not speak to the guards, all they say is "I think I know you".  I never get any dialogue options unless they confront me.  This has been going on for years now but I never gave it didn't concern me much until now.  I am hoping that someone can tell me what mod I have installed that messes with the guard dialogue.  Here is my load order;

you could check if you have ticked "guard can approach" in DEC MCM on the enslavement tab

this will prevent most guard dialog from working

still if that is the issue you should get the alternative dialog from DEC for guards

That is the original Raven Beak Prison mod.  The "Guards can approach" is turned on in DEC.  I'll need some sleep before I can play around with DEC and see if that is causing the issue.  I've had it installed for years, so it may well be.  Thank You.
