Is either one of them a teen, related, married, engaged, or have any other BF's or GF's? Normally you just have to keep doing the romance interactions until they are both 'very flirty' and HOT. More menus will come up the further you progress until you should see... Ask to be BF/GF, Get Engaged, Woohoo, etc.

Strange... Don't really see any settings in these mods that could have any effect on the games romance options though. Unless one of them is a slave from Nisa's Wicked Perversions, (I don't know if you can marry a slave). You can do a kind-of cheat by going into CAS with your 'manage households' to edit your sims. It's the menu just below 'walk style', called 'relationships' I think. Just pick the relationship spouse for the other sim in household.
