'Send Flirty Text' Impossible To Be Fulfilled

Sometimes a sim has a 'whim' to send a flirty text. If the ones involved are a teen and an older sim, the 'whim' appears normally but it is impossible to fulfill it because the target sim's portrait is never there.

(Wicked Whims version: 3.3.4.133b - 31 August 2018)

Does the target sim walk away or go home?

The target sim has to be away otherwise you cannot use the phone to contact him/her. But his/her portrait doesn't appear as an available sim to send the text to. (it was supposed to be there as an available contact but it is not)
