It was removed and I don't know the reason but you can ask in the threads here

The author insisted that I remove it. So I complied. I did give them my conversion and encouraged them to upload it themselves.

So i guess we need to convert it ourselfes now when we need it for other mods to work?

It's sad to see that this got taken down, I'm trying to convert it myself for personal use but I'm getting CTDs is that likely caused by my own failure to correctly convert it? or does that sound like I just haven't installed it and it's components correcty?

I get ctd whenever a guard uses the shackle spell on me. I've tried it in other cities and with a new game. It still happens. I was able to avoid it one time but then it crashed when the jailer was taking my gear. Is this mod buggy? Because I don't think I have anything that is in conflict
