Adapting X-Edit for Use With Other Games?

xEdit is pretty universal for the games that use the esX data format.

So most of the Bethesda games and a few (very few) other games based on Gamebryo variants.

 

Not all games based on Gamebryo are using this format for the data files.

How hard do you think it is to make something like X-Edit in the first place? I mean if it uses the same functions, just with a different format like you say. Do all games load the same way and stuff?
