Animations Take forever to begin - Hella confused

I've spent a good 7 hours today trying to figure out what to do. Until recently everything was working smoothly with no problems, but I recently just installed all of the DLC and suddenly now all my animations take ages to start playing. My character will just stand there for a good 30-40 seconds, and sometimes not even animate properly unless I relocate over and over. I've read on all the forum posts about this issue, and I've tried to clean my save, but that did nothing. I tried to change my papyrus settings (I reverted them back to default already), And I've disabled a great amount of mods already but nothing seems to be working. 

 

I'm using NMM And LOOT, Here is my load order:

Clean game or old save ? Sounds like script lag to me

Like I said, everything was running just fine until I installed the DLCs. It's still my old save.

Thats the thing old save new content. Changes can cause script lag. Try a new game just do one scene and see what it does.

Reinstall XPMSE and let it overwrite all.

XPMSE must overwrite all and none mod can overwrite XPMSE.

If you have MO put it very low in the mod list for give it maximun priority.
