What's wrong with my normal maps?

Hi everyone- I'm trying to import some weapons from Morrowind/Oblivion into Skyrim, and I'm running into a problem with the normal maps from weapons in Oblivion. I can get everything else about the weapons to work fine in-game, but something is wrong with the normal maps. They appear very jagged and pixellated, and I can't figure out why. For the Oblivion weapons I'm using the default normal maps that the weapons used in the original Oblivion game.

When I've done the same thing with Oblivion-based armor, I didn't run into any normal map problems, as seen in this picture of Dwarven armor-

I didn't alter the normal maps for either of these meshes at all, but for some reason it works fine with the armor but not the weapon.

For Morrowind weapons, which had no normal maps, I was able to create my own. It worked for this ebony mace, but when I tried the same thing with the sword mesh I still got some weird pixellation and it didn't work.

I can't for the life of me figure out what's going on with this sword. It's happened on other Oblivion weapons I've tried to import into Skyrim. Here's the mesh/texture files, as well as the plugin for those who want to try and figure out why these normal maps aren't working out for me.  If someone could take a look and help me out, I would greatly appreciate it.

The normalmap also has a lot of bumps.
Therefore, the sword should look quite worn.

The effect in the screenshot, however, comes quite certainly from the Nif.

Parts of the sword have inverted faces.

In Nifskope click on the NiTrishape -> Right click -> Mesh -> Face Normals.
And then right click again -> Mesh -> Update Tangent Space.
