Old Guns Quest not starting... Workaround?

In my recent game the old guns quest does not seem to start, the castle has been taken, radio, supply lines working, and a considerable amount of time has passed. I tryd to enforce the queststart via console but it had no effect. Any ideas on how to fix this?

 

Edit:

 

So apparently this glitch is related to srcap everything or immersive scrapping. As soon as I disabled those two and forced the queststart it did. Theres a piece of rabble that needs to be removed during the quest, for some odd reason it seems that is causing the bug even so the quest has not even started. Probably the mod author fiddled with the ids or whatever.

Yes.......Anything with the word "Scrap" in it should be avoided until an answer can be found.

Not sure and an FYI, but I use "Scrap Everything" and I've never had that problem. So...?
