A 1:1 timescale would break pretty much everything. Also, it would make the Commonwealth feel as small as it really is. You can run your character from Sanctuary Hills to the crater of the Glowing Sea, without stopping at all in less than 20 minutes. That's why Bethesda set the timescale to 20. When you're super immersed in the game, it makes it seem that the playable land area is 20 times larger than it actually is.

 

But you don't need a mod to set the timescale, you can simply open the command console, and type in "set timescale to" then hit the space bar, and then a number (20 is default), and you only have to do it once in an entire play through.
