Anyone please tell me how to open

so im actually didn't know where must i ask for this. but this skin is for fallout 4 so..

i already tried to open it with photoshop, paint.net, and gimp. but it still can't be opened (wrong format)

Confirm. The file is not a regular DDS file. The part to define the width and height is missing, and the bits for the compression look like unknown.

It opens for me using Photoshop with this plugin https://gametechdev.github.io/Intel-Texture-Works-Plugin/

I also have this plugin installed https://developer.nvidia.com/nvidia-texture-tools-adobe-photoshop Just in case you might need it.

But Intel's should be all you need.
