[Question] Skeleton Node Scaling / Translation and Meshes

So, a series of questions here, the first part to make certain I understand how things work, and the second is an "is this possible?"

 

First, let's talk Breast nodes... There's a heap of them.  Which are really used for animation these days?  The NPC L/R Breast by itself or the 01 nodes or both?  If I wanted to scale the Breast node in a skeleton, I presume that would only scale the portions of meshes weighted to those nodes.  But what node should be used to scale an armor I don't wish to animate (rigid)?  What is the best/proper way to weight for scaling but not animation?

 

Second part...  Would it be possible for a mesh to adjust the positioning of said nodes that would be reflected in other meshes also equipped to the character?  For instance, a bra mesh that translates the Breast nodes up and in being reflected in the display of an armor mesh also equipped to the character / NPC?  What would be necessary to accomplish this, simple translation of the skeletal nodes in the NifSkope?  Again, which nodes would be best to use (if this is even possible)?
