Can't start Thane of Winterhold quest?

I completed all the thane quests in every city except this one. I've already finished helping all people in Winterhold and Jarl Korir gave me the quest to get the helm of Winterhold.

But when I came back there is no more dialogue to start the quest. I haven't started the Civil War quest yet, haven't picked any sides too but I'm the current Arch-Mage.

Does being the Arch-Mage of College affect or bugged this quest?

Read the bugs section of this page see if any of these apply to you. You might need to use the console to force start the quest.

Being archmage does not bug the quest. If the dialogue is gone and you must complete it because you're that kind of person the simplest solution is to use the console commands to finish it. ?
