I went through a lot of trial and error before finding a good mix.

- I use an old version of The Wilds ENB, with an old version of Climates of Tamriel and a recent version of ELFX.

I usually find most ENB configurations too saturated, too blue or too ... something

This one is the most balanced version I found.

- I use Tamriel Reloaded for textures: http://www.nexusmods.com/skyrim/mods/46925/?

I found this one provides a great visual overhaul of the landscape without too many textures or extra load on the game engine.

I tried other texture packs or extra flora, but I removed them and kept only Tamriel Reloaded.

The rest depends on your video card - especially the memory if your card - but there isn't much I can do about that.
