Luxia had returned from her trip to Akavir and was again in Skyrim in the Windelhm region.
There, she perceived a man in armor who intrigued her. 
It was then that she followed him to the inn.
To his surprise, it was Celann! A former Dawnguard who had chosen to travel through Tamriel and returned from his trip to High-Rock.
Luxia then chose to accompany Celann on her journey because she was bored alone.
Celann had accepted his request. The two thus travel together.
