For me, answer to this question is rather clear. When playing Skyrim, I want to feel the immersion everywhere I go. Talking about the slavery and sexual immersion mostly, I want to see it's touch in every Skyrim's secluded corner. Building a great, bugless, intensive and perfectly running questline on a brand new cell(s), outside the actual Skyrim world is a great effort, but it strips me off this important feeling - for the actual Skyrim remains empty.
