Help... NO MODS will load

Most Mods will NOT load into my fallout 4 game even though everything seems to be set up correctly...

I did not have this problem a week ago, then disaster struck and I had to totally reload all my games (and many other files as well,) So I did a new installation of Steam games, and the new FO4 works fine through steam launcher when on line. While online steam will go into permanent loading (that little spinner on a black screen) if I try to load through F4SE (probably normal ).

With Steam in offline mode, FO4 launches with both the steam launcher or through F4SE launcher as Administrator .

What I see (or don't) in game.

"Cheat Terminal load successful..'

Character creation screen: CBBE Body has reverted to vanilla; add on and overlay changes are either completely missing, or have a list but cause no change to the character.  All additional hair added by mods default to a bald head though they have a list of names, same state with The eyes of Beauty - names but no changes happen, tattoo and dirt overlays don't show at all.

If I take the default character and  start the Intro sequence I can play but no changes to bodies, clothing, hair show up.  I did not go beyond exiting the vault, so I don't know what Preston and company or the raiders look like.

MCM menu is there... installed mods are listed... but most start with    $

What I have verified so far:

a. F4SE is installed correctly and matches my game version

b. Custom ini , Fallout 4 ini, and fallout 4 prefs ini all exist AND all include the required Archive section

c.. the plugins txt file stashed in appdata is liisting all installed mods with * in front of active esp's and nothing in front of inactive esp's

d. using NMM I unistalled and deleted all mods, then downloaded all the latest mods from both Nexus and LL that I use.

e.  re installed mods

I need some ideas on what to check next, or ???  I have seen this behavior before with Skyrim, but I can't seem to sort this out without your help.

Thanks for Reading, Sorry it is so long.

Current Info.

Started installing mods one at a time and testing after each one (or each one and its requirements).  It was the last resort, because it takes me forever.

Note:  I have now found 3 different sets of INI files in several locations.  Having multiple
Fallout4Default ini  Custom ini  and Fallout4 ini   ...  that can't be a good thing...  Where should they be located?

LoadOrder5-6-18.txt

Load order above is a huge mess carefully created using Loot - no adjustments by me

Which mod manager are you using?

If it is nmm, then as far as I am aware is is the ini files located in the \Documents\My Games\Fallout4 that are the ones used.

Vortex no idea, but would guess the same as nmm.

mod organiser 2, then it would be in the ModOrganiserBeta2\profiles\<profile name> with the <profile name> being whichever profile you are using.

Though if you used bethini it may well be worth reverting back to vainlla ini files and see if that makes any difference, as for me it messes the ini files up completely.

You could also try this run the game from steam when it gets to the main screen choose the mods option, see what if any mods are showing, if non then for whatever reason it is not registering the mods are there.

It may also be worth trying to load the entire lot into xedit, though it may well show nothing as well, it if shows all you mods then things are a bit odd.

Check to see if the appropriate falliot4.ini Or fallout4custom.ini file has the following 2 lines are in the correct section, though to be honest one of the things I have found for me at least is that the fallout4custom.ini is completely ignored, any settings in it have no affect on the game.

[Archive]

bInvalidateOlderFiles=1

sResourceDataDirsFinal=

As those are the two that allow mods to run

Thank you  Varithina,  I am not sure why but the game did not recognize some mods, not sure how that could happen, but my theory is that I did something stupid, plus multiple ini files plus a Win10 update that same day...

=====

Finally have it sorted.  Took the entire game off my drive, including every single file and file folder, plus reinstall of NMM F4SE Loot and FO4edit.  Checking files on download, some failed to include advertised "bits".

Short story - Everything had something wrong with it, plus my mistakes.... sigh... at least the modded game is working again..

Well as long as you got it running great, though odd things can happen, and sometimes you just sit there wondering wtf, when trying to sort them out.

I had it myself, on skryim instant ctd on game load, even on vainilla no mods at all, just skryim, not even dlcs, never did find out what the problem was and like yourself ended up doing a full re-install which did sort it out.
