Vault 81 weird face textures

So I've been trying to google this for a couple of days now and I'm pretty sure I had to fix it a year ago but have forgotten how I did it. But all the female residents of Vault 81 with the exception of Tina, but I have a mod for her. Look like the attached screenshots. Now I'm pretty sure that I don't have any mods besides the Wasteland Heroines mod affecting Tina De Luca. Does anyone know what might cause this so I can track the problem down. I'm using Valkyrie head, Ida body, and the High Res DLC Black Face Fix.

 

It's almost like they're two different heads overlapping each other. I tried to change a resident using AFT's appearance editor and when I'd change the preset faces you'd see almost a flicker but the greyish faces in the screen shots would remain.

 

Load Order. I'm using the latest ENB with the photorealistic commonwealth preset. I  have the tints set to 4096 but I also tried them at 1k and 2k settings.
