Not showing up in game

Hi all! I have the newest wicked whims mod downloaded and put in the proper mods folder. It shows up at the game launch but doesn't work or change anything in the actual game.

I've reinstalled the game, regenerated my mods folder and reinstalled the mod and nothing seems to work. Any help appreciated
