Creating new alchemy effects? Is it possible?

As the title says. I want create new alchemy effects from the racial powers. An effect that gives you dragon skin for example. I know there are already tons of mods out there that kind of do it already but i want to create them all in one plugin for another mod. (that is actually adult content, hence why i'm not gonna tell it's name)

Haha, ok this is funny. It was actually for your mod, soulgem oven 3, that i was going to experiment with. Anyway thanks for the answer. I will certainly take a look at it.
