Enemy respawn timers

I am experiencing a weird bug with the enemy respawn timers. Firstly I play on Survival, and I use Survival Options. The bug is that enemies respawn whenever I leave and then re-enter the cell. Example, I cleared out around Saugus(spl?) Iron Works, went inside and saved Jake (I was inside about 30 minutes), and when I exited on to the roof, all the Forged had respawned, as had the ones on the ground. I am not sure which mod is causing this, so I have included my load order;

Survival Options, I  believe has MCM settings dealing with cell respawn timers.  Have you had a look to see what they are set to?

They are set to the default delays. I have changed them to increase the delay, but it didn't seem to do anything.
