I didn't notice this until being almost 30 levels into the game, its like this extra skin that doesn't go away, I've tried reinstalling anything that modifies the female body but it just refuses to go away

All ideas are welcome  so thanks!

"Skin" in Skyrim means several files, each with its own function: top layer skin is what you coloured in this lovely blue, then comes the normal map (muscles), the subsurface scattering and the specular map. Since there is no problem with top layer and muscle on your setup, it must be with specular map or the scattering. Easiest solution would be to exchange the one you use.

Mods like fair skin and mature skin are most common. Get a tool like paint.net (freeware) to open the files and see what they look like. Top layer is like a canvas, normal map is in rainbow colours, scattering is a heavily reddish version of top layer and specular is quite black. Tinker with those files, copy and paste, trial and error.

And if that doesn't help it, you will try finding the error in your ENB setup. More complex as my idea. Lots of variables.
