Steam update installed Dawnguard script files

After the recent Steam update, I started having CTD issues in Character Creation. At first I thought it was some Tera-related mods I was trying so when I started to manually remove the mods from the Data folder, I noticed some "extras" in the Script folder.

Apparently, the Steam update also installed these Dawnguard-related files and folders and I do not have Dawnguard installed.

 

So is this suppose to happen? Are they related to Dawnguard and should I keep them and reinstall them when I do get Dawnguard?
