Skyrim Quest Alias issue.

In my work at finally getting my Friendly Vampires mod to a point where I can say "It's DOOOONE!" to the point that I can convert it to SSE and all my other mods, which has been the major delay.  Anyhow, I noticed a few mods here are using Quest Alias "scanning".  I tried the quest alias, using the Find Reference, using the below conditions, but either I'm not calling the Story Manager to fill them or am unsure how to make them fill at any interval.  I took all the conditions off and tried loading the save game before the big change and it still shows nothing when I GetReference on them.  The instructions on how to use this functionality are Bethesda style.  If I had to program a load balancing commercial router with that much information, I'd be tossing it out the highest window I could find.

 

Anyhow, the idea was, have 1 alias find an "Essential" (protected) actor within 1200 units, and another for a nearby vampire (not the player) within the same distance.  This way, I could do away with a spell being cast to scan (which is painfully slow).  I was also thinking of a cloak spell, but I thought, why would I bother with that, as all I really need to know is, *is* there a vampire between me and the essential to keep me from being "unfriendly" to the essential and "friendly" to the vampire.  Two aliases being filled would be quicker than an aoe spell being cast every second or so, hiting who knows what and all that testing.

 

Anyone who's done this before, have any insight into how that is supposed to work and how I can make it work?  Because the documentation on it, is, well, Bethesda quality.
