Note, there are exceptions.  For example, "Better Locational Damage" author wants his loaded last.  Scrap everything too but I put that before BLD (which are several plugins).  I have Bifurious and Pansexual Peregrin; to use both I have Bifurious first and Peregrin second.  That way they compliment each other rather than cancel out.  You can check the specifics in FO4Edit.  If you follow the LO below but make adjustments, your LO should work.  Don't rely on LOOT unless don't have many mods.  You can use LOOT to identify Masters that need to be cleaned.  Go to Gopher's tutorial on that.  LOOT will highlight those (most of the DLCs need it).  Don't use the LOOT order though, use it to ID then just clean the masters unless the mod author says not to (Scrap Everything says not to).  I hope that helps.
