Lore and hands-free spells

Every elder scrolls game seems to change, at least a little, how the character's hands are used or needed in regards to casting.  In Skyrim shouts are special, I guess, because they don't need the hand.  In Morrowind, you needed both hands free if I recall to cast a single spell.  Etc, etc.
So it seems the absolute canon lore on the subject is vague and ever-changing.  Has there ever been a definite lore mention of a mage who couldn't cast spells because of the inability to use hands, like, being bound, or are we just assuming?  For instance, Jedi don't strictly need to use their hands to force-move things, but they do it anyway some times.  

Anyway, this site seems to be a fountain for unconventional mod ideas and animations, so I am wondering about changing the location of the source of spells, from the hand to, say, the eyes.  Lightning eyes sounds cool to me... ;)

And, don't laugh -- I'm actually curious. 
I wonder why no mage has ever thought to use the feet?  Is there some absolutely weird thing going on in Tamriel magic that genuinely prevents feet from shooting fire?  They don't seem to do anything fancy with their fingers.  Maybe they just really, really don't want to look stupid in combat.... but I think no one would be left alive to laugh at the mage who sat down, raised his legs and hands, and shot four spells, at once! ;)

If that bosmer from "Mixed Unit Tactics" wasn't lying, then you don't need hands to cast spells.

(Hmm... casting with feet, mouth or eyes could help my DD/DCL playthrough so much.)

Khajiit and argonians have tails too...  Fire shooting from the limbs, healing on the tail.  That's badass, if possibly silly looking.  
There ought to be some kind of solid lore on hands-free casting, be it possible or not.  Elder scrolls loves its in-depth lore on pretty much everything.
And I want eyebeams. ;)

Spell casting with feet? I think alot of it has to do with gameplay limitations more than anything. A controller only has so many buttons and developers wanted to keep things simple.  Casting magic might be difficult with your feet seeing as you would need to stand on one of them but not impossible. Using your feet for spells would be awesome for skyrim. Would make me feel like a fire bender from Avatar.

Sheogorath doesn't follow the lore. Why should you? Since you posted in the non-adult request forum, nipple magic should be safe for work unless your boss is a nipple hating weirdo. Also the mod page also has schlongs which is a bit not dinner conversation.

Logically, I think it's a control issue, like the caster working around how volatile a spell is. There's plenty of moments in the series where mages have "lost control" of their spells and something terrible has happened, some of them being places of interest in Skyrim. Using feet like a fire bender would be cool but ATLA has a lot more focus on controlling the rhythm of the elements instead. Take for example how the combat in that show is laid out in a very dynamic and well-flowing way but when you compare it to Skyrim, a mages' hand will struggle to hold the charge of a spell for too long. They're two completely different stylistic choices for magical combat in the same way you could compare Witcher signs to Skyrim shouts but quickly notice they're very different from each other lol

 

I'm not much of a lore-head beyond the surface level of Skyrim but if I had to guess, yeah there'd be some mages who have figured it out but their spells are probably very basic. They'd probably be quick spells too like fireball instead of flames.

Maybe if Bethesda ever does an Eastern Elder Scrolls game we'll see a style that adds a circle-kick spell cast ability into the mix. ;)
Geralt actually made specific hand signals with his fingers for the signs, but Elder Scrolls rarely appears to be doing anything elaborate like that with the fingers.  It seems to be more of a pointing and directing thing, or just a place to expend the spell.  Would a fist work as well as a pointed finger as well as an open hand?  Could the tail be sufficient to cast a self-effecting spell?  Maybe if the high elves had tails we would have had an answer. ;)

That mod means that the modders here have figured out how to change the starting location of spells.  Good to know.
